Regulators fine 2 plants in county

Two local petrochemical companies were fined Wednesday by state regulators for emission and record-keeping violations.
The Texas Commission on Environmental Quality levied a $10,000 fine against INEOS for releasing more than 7,700 pounds of emissions from a flare at its Chocolate Bayou facility over a 17-hour period beginning Dec. 29, 2008, according to commission documents. The incident included the release of 3,762 pounds of carbon monoxide, 3,124 pounds of ethylene and 738 pounds of nitrogen oxide.
INEOS, a global petrochemicals manufacturer with 15,500 employees, agreed to pay $8,000 to the commission for the violation, while the remaining $2,000 was deferred, commission documents state.
Chevron Phillips Chemical, which has a site in Sweeny, agreed to pay $8,296 of a $10,370 fine for submitting incorrect information to the commission about emissions compliance for Oct. 1, 2007, to Sept. 30, 2008, and failing to prevent emissions from flares over an 18-minute period on May 3, 2008, commission documents state.
The petrochemical company, based in The Woodlands, agreed to pay $4,148 to the Texas Association of Resource Conservation and Development Areas for clean school buses and $4,148 to the commission, while $2,074 was deferred.
