Alvin to get new housing development

ALVIN — A new master-planned community is expected to add between 8,000 and 12,000 rooftops to the city.
The news came Wednesday from Mayor Gary Appelt at the annual State of the City address. The 4,000-acre community, called Inspiration at Alvin, could bring more than 25,000 people to the city over the next 30 years. It is being developed by Aperion Communities and is tentatively set to open in 2009.
“To give you an idea of its size, the Shadow Creek development is about 3,000 acres,” Appelt said.
Shadow Creek Ranch is a 3,500-acre master-planned community off Highway 288 in Pearland. According to its Web site, it is the best-selling master-planned community in the Houston-Pearland area.
The Alvin development will be more than houses when it is finished, Aperion Vice President Todd Russo said. It will have many parks, walking and bike trails, and commercial properties, including medical offices, grocery stores and a conference center.
“It will bring a lot of value to Alvin,” Appelt said.
It is tentatively set to be built in 10 phases, City Manager Paul Horn said, so the city’s population will not double in two years, but will grow over time until all phases are complete.
The community will stretch from FM 1462, follow the Grand Parkway west and end past Highway 288.
Horn said it is not known how many homes or commercial properties will be included in phase one.
“It’s still in the planning stages,” he said.
City staff and Aperion developers took about 18 months to plan the community, which will be in Alvin ISD’s service area.
In addition to the housing development, Appelt talked about new businesses coming to the city, ranging from a motorcycle shop to a manufacturing plant.
“Alvin is growing,” he told the audience.
A Shintech manufacturing plant, set to begin construction in 2008 and open in 2011, will bring 2,000 construction jobs to the city, Appelt said. The plant, set on 500 acres off FM 2917, will be an $800 million facility upon completion with 130 permanent positions. The company manufactures raw materials used in PVC pipes, Horn said.
The manufacturer has another facility in Freeport.
The recent completion of Alvin Community College’s science and health science building also puts the city at the front of the educational field, Appelt said.
“Alvin Community College’s new science and health science facility is once again a confirmation of the board of trustees’ commitment to the already nationally recognized medical programs that are offered,” he said.
The building opened to students for the fall semester.
