WEST COLUMBIA — A 1 percent investment could bring $5.4 million to repair and improve drainage, flood mitigation and sewer lines throughout the city.

West Columbia will apply to the General Land Office for a Community Block Development Grant for a “small price to pay” of $54,000, City Manager Debbie Sutherland said. The city will only pay the $54,000 if it gets the grant.
