FREEPORT — City officials plan to host another budget workshop after City Council failed to have a quorum, preventing the public from raising questions about the proposed 2020-21 spending plan.

For the few officials and residents in attendance, Assistant City Manager Stephanie Russell and City Manager Tim Kelty detailed the “conservative” budget for the next fiscal year.
