As local and state governments push for a return to normalcy, many people are still hesitant to reenter the workforce. This has left many businesses with reduced staff and has caused some owners to change their operating hours.

Restaurants and retailers, which routinely pay minimum wage or less, are among those severely affected. The push to raise federal minimum wage, combined with extra stipends added to unemployment benefits, have contributed to the problem, business owners said.
