AUSTIN — Proponents of a multibillion-dollar coastal barrier project are ready to nail down the last aspects of the proposal in the Texas Legislature before heading to Congress to secure funding.

“We need to come up with a local partner that’s required by the federal government as a local sponsor,” said state Sen. Larry Taylor, R-Friendswood. “If they give us some money, we’ve got to have somebody here to maintain what they help us build.”
