LAKE JACKSON — Pickers going through residents’ unwanted heavy trash are leaving a mess behind, prompting the city to revise its ordinance to prevent the practice.

The change in the city’s solid waste ordinance aims to curb scavenging from heavy trash items after a smattering of reports caught the attention of city council. During a previous council meeting, Councilman Vinay Singhania said he had noticed someone had scavenged parts from other people’s heavy trash and leaving a mess behind.
